SB22-104 Tribal Governments Included in State Programs

In 2022, the Colorado General Assembly passed SB22-104 Tribal Governments Included In State Programs, which required the office of the Colorado Commission of Indian Affairs to, in consultation with the Ute Mountain Ute Tribe and the Southern Ute Indian Tribe, to submit a report to the legislative council by March 1, 2023, identifying opportunities for Tribal governments to be included in the operations or programs of the state as a partner, assessing whether the Colorado Commission of Indian Affairs can facilitate or provide those opportunities, and recommending other ways for the state to facilitate or provide those opportunities.

CCIA staff consulted with the Keystone Policy Center to develop this report, titled Report to Explore and Make Recommendations Concerning the Inclusion of Tribal Governments in State Programs. This report’s content and recommendations are informed by
three State-Tribal consultations with the Southern Ute Indian Tribe and Ute Mountain Ute Tribe, CCIA staff, and Keystone
Policy Center in January 2023.

This report fulfills the second portion of requirements set forth by Section 2 of SB22-104 that includes the following:
 

  1. Identifying opportunities for Tribal Governments to
    be included in the operations and programs of the State
    as a partner;
  2. Assessing whether the Colorado Commission of
    Indian Affairs (CCIA) will be able to facilitate or provide
    those opportunities; and
  3. Making recommendations on other ways for the
    State to facilitate or provide those opportunities.
